During the weeks of June 16 and 23, 2003, an Israeli legal study worked in the U.S. to develop and design criminal justice reforms (alternatives to the criminal trial) and to develop a strategy for IPR reform. President Edna Bekenstein of the Tel Aviv Magistrate (first instance) Court has committed to prioritizing IP reform in her court, the first such commitment in Israeli history. As President of the largest first instance court in Israel, Judge Bekenstein’s prioritization of IP enforcement promises substantive results.

Immediately following the June 2003 legal study, ISDLS’ IP industry partners presented a comprehensive analysis of problems in Israeli IP enforcement to the study group. This analysis will be used to guide the development and implementation of the reform effort. The IP industry representatives' and Israeli study group's recommendations included: 1. a codification and standardization of IPR law in Israel and 2. the development of a working relationship and ultimate collaboration between Israeli government actors and IPR industry leaders.
